Without a doubt, COVID-19 has plunged Europe into an unprecedented crisis. This global pandemic has placed Europe in a difficult situation, something not experienced since the major economic divide caused by the Second World War. This major economic, social and humanitarian crisis requires an ambitious aid plan. A measure that was already successfully implemented in the 1950s.

After the Second World War, the Marshall Plan arrived in Europe. A project designed to provide economic assistance to the countries most affected by the catastrophe in order to recover, transform and modernise their production systems. The Marshall Plan had to be created and managed by the United States because the whole of Europe had been devastated by the effects of the war.

Europe Decides Its Future

On this occasion, Europe’s production systems have not been destroyed. For this reason, Europe itself must address this economic setback. A crisis that represents a unique opportunity. This is why the European Union launched the Recovery Plan for Europe, under the name NextGenerationEU. This plan is aimed at the complete transformation of production systems in Europe. Thus, on December 18, 2020, the European Parliament and the Council of Europe reached an agreement on the Recovery and Resilience Facility, a key instrument at the heart of the NextGenerationEU Plan.

NextGenerationEU: Its Three Fundamental Pillars

The programme represents the largest investment effort in European history. With more than €750 billion, it must be capable of reversing the current economic slowdown.

The €750 billion raised for NextGenerationEU will be invested in three pillars:

  • Supporting European countries in their investments and reforms.

  • Relaunching the European Union’s economy by encouraging private investment.

  • Applying the lessons learned from the crisis, including an additional €94.4 billion for Horizon Europe, aimed at strengthening research in the field of health.

This Recovery Plan for Europe focuses its efforts on modernising the economy. The objective is quite clear: these funds are intended to place Europe at the forefront of the global economy by promoting a transition based on respect for the environment.
